Angel Fire Parks and Recreation Plan and Community Center Feasibility Study, Angel Fire, New Mexico - needs assessment, resident and property owner survey, alternative recreation plans, and preparation of a final Parks and Recreation Plan which included: siting, construction components, planning, and funding sources for a community center, regional trail systems, and passive and active recreational areas.

Bayard Comprehensive Plan and Zoning, Bayard, New Mexico - preparation of a comprehensive plan and new zoning ordinance. This is the first zoning code ever adopted by the community. The Comprehensive Plan focused on future development within a bounded community utilizing infill and redevelopment strategies. The zoning code integrated mobile and manufactured housing into residential districts, and addressed community character issues.

Belen Consolidated Schools Facility Plan, Belen, New Mexico - population projections and residential growth patterns in Valencia County were examined in order to estimate the potential number of serviceable youth for the district and the areas where they might reside.

Capitan General Plan, Capitan, New Mexico - a General Plan was prepared for the Village of Capitan, including designation of a redevelopment district, recreational enhancement, housing inventory and land use plan, transportation and drainage recommendations, and implementation policies. This project was funded by a CDBG program.

Chaffee County, Salida, Colorado - reviewed and provided recommendations on the draft Comprehensive Plan that was prepared by another consulting firm. The previous draft raised numerous concerns from the real estate and ranching community and resulted in several hostile and divisive meetings within the community. Consensus Planning has completed the first phase of review and analysis and will design and conduct a series of workshops with the Planning Commission to facilitate discussion and consensus building on specific implementation techniques for the Comprehensive Plan.

City of Las Vegas Community Master Plan, Las Vegas, New Mexico - a comprehensive plan for the City of Las Vegas, New Mexico that addresses historic preservation, transportation and thoroughfares, infrastructure, local government, public facilities, zoning, and land uses. A large component of this plan is cultural diversity and integrity which is incorporated into the overall planning process.

City of Lordsburg Comprehensive Plan, Lordsburg, New Mexico - preparation of a Comprehensive Plan that addressed economic development, transportation, housing, utilities, community character, community facilities, and land use. A prime focus of the plan was on the diversification of Lordsburg's economy with strategies to capture the traveling public along Interstate 10. The plan involved working with City leadership to identify goals, objectives, and policies, and was unanimously adopted by the City Council.

City of Lordsburg Development Code Update, Lordsburg, New Mexico - preparation of a land use survey and analysis for recommended changes to the official zoning map; revisions to the Zoning Code and development of new Subdivision Regulations; and review of draft new regulations with local elected officials and the public.

City of Lordsburg Economic Development Plan, Lordsburg, New Mexico - preparation of an Economic Development Plan in order for the City of Lordsburg to be consistent with the New Mexico Economic Development Act provisions. This plan included both a short-term action plan and a long-term plan. Key issues of this document were discussed with the public during City sponsored open-house meetings. Long-term diversification and expansion of the City's economy is the primary goal of this plan.

Focus 2050: Regional Visioning, Middle Rio Grande Region, New Mexico - public participation and visioning process was undertaken regarding growth and development issues within the Middle Rio Grande region. Workshops were held in Bernalillo, Torrance, Valencia and Sandoval Counties using innovative techniques to elicit public values about the region's future. Hand-drawn and computer-enhanced vignettes graphically depicted growth and development questions. The Regional Vision Statement is the framework for the 2050 Regional Plan and was unanimously approved by the MRGCOG Board of Directors. Consensus Planning's involvement in Focus 2050 continued with Town Hall Live!, an electronic town hall held simultaneously in several locations in the region for the purpose of adopting the 'Balanced Community Scenario', the basis of the first regional plan in New Mexico.

Long Range Plan for Community Facilities, Albuquerque, New Mexico - preparation of a strategic plan for community facilities (community centers, multi-generational centers, multi-service centers, child development centers, senior centers and meal sites), which included site location criteria; program space criteria; and recommendations for co-location and multi-use of facilities, new construction, and/or rehabilitation of existing facilities. Recommendations were based on national standards; changing demographics; community priorities; funding sources; greater coordination between City departments, programs, and facilities; and multi-jurisdictional cooperation.

Rathdrum Prairie Implementation Strategy, Kootenai County, Idaho - This project involves the creation of a regional planning strategy based on extensive research and analysis of existing comprehensive plans, zoning ordinances, subdivision ordinances, and other policies and regulations for a multi-jurisdictional study area (including a county, five cities, and a health district). The study area is within a rural area of Northern Idaho which is facing numerous challenges regarding extension of urban services; conflicting land use goals and policies causing planning gridlock; protection of a sole source aquifer; preservation of agriculture, rural character, and open space; etc. Consensus Planning recently completed Phase 1 of this project and will begin Phase 2 later this year as funding becomes available.

Ravalli County, Hamilton, Montana - provided preliminary consultation with Ravalli County regarding their draft Land Use Guidance System and their Visions 2020 Goals. Our work resulted in a Technical Memorandum to the county outlining data reviewed, Vision 2020 Issues in need of further refinement and facilitated public discussions, and recommendations.

Rio Rancho Vision 2020, Rio Rancho, New Mexico - an extensive public participation process to develop a Community Vision Statement was undertaken as part of the City of Rio Rancho's Comprehensive Plan update. Community-wide forums were held to elicit the public's viewpoints on planning issues in New Mexico's fastest growing municipality. The formats and techniques used in these forums were designed to allow for individual expression, while also enabling issues to be synthesized and prioritized toward a consensus-based Vision Statement. Interested participants from this process continued their involvement through the creation of Issue Focus Groups, which Consensus Planning helped organize and facilitate as a preparation tool for the actual Comprehensive Plan update.

Santa Clara Comprehensive Plan, Santa Clara, New Mexico - preparation of a comprehensive plan with emphasis on economic development strategies to redevelop the Main Street. Project included writing a development code that contained a zoning ordinance, subdivision regulations, application forms, annexation policy, and street name and addressing criteria.

Santa Clara Economic Development Plan, Santa Clara, New Mexico - preparation of a economic development plan that focused on attracting a mix of employers to the industrial park. The plan addressed redevelopment of the Village's main street, and building upon the Village's strengths such as its proximity to the Fort Bayard Regional Medical Facility. Responsibilities also included a conceptual subdivision plan for the industrial park.

Silver City Comprehensive Plan, Silver City, New Mexico - public meeting facilitation, preparation of goals and objectives, and design of planning graphics to provide the framework for preparation of a new comprehensive plan for the Town. Public and special topic group meetings and task force workshops were held for citizen input on Plan alternatives. The Plan focus is on eight major topics including Land Use and Growth Management; Historic Districts and Community Character; Natural Resources; Community Services; Housing Availability and Affordability; Parks, Recreation, and Open Space; Transportation; and Economy and Economic Development.

Taos Impact Fees, New Mexico - demographic and land use studies and workshop presentations for a town-wide feasibility study for the implementation of development impact fees in Taos.

The Next Generation Economy Initiative, Central New Mexico - regional economic initiative for the City of Albuquerque's Office of Economic Development. The project involved the formation of six key economy cluster working groups and a Board of Directors, extensive communication and collaboration with a wide variety of companies and organizations, as well as the organization and implementation of many different types of meetings and forums.

Town of Hagerman Comprehensive Policy Plan and Development Standards - Comprehensive Plan for the Town of Hagerman that evaluated existing and future land use, housing, population growth, transportation, economic development, community facilities, and utilities. The Development Standards established the Town's first zoning ordinance and land use regulations.

West Side Strategic Plan, Albuquerque, New Mexico - strategic plan to provide framework for growth and development issues on Albuquerque's rapidly growing West Side, including an extensive public involvement program, and inter-jurisdictional consensus building. The public participation process for the West Side Strategic Plan won an Award of Merit from the national City Hall Communications Public Information Awards Competition in 1995.

Youth Recreation Needs Assessment, Albuquerque, New Mexico - this project involved an informal survey of 600 middle school students to assess their use of existing programs, determine what they currently do for recreation, and what types of recreation they prefer. Process included interactive and creative survey techniques and free pizza to encourage enthusiasm and participation at ten "planning parties" held throughout Albuquerque. This project received two awards; a Community Award of Excellence from the City of Albuquerque's Environmental Planning Commission and an Outstanding Planning Award in the Special Community Initiative Category from the American Planning Association.
