The Ned Houk Master Plan, created by Consensus Planning, was the culmination of a planning and design effort that commenced in April 2023 and was completed in 2024. The City of Clovis was awarded an Outdoor Recreation Trails Grant from the New Mexico Outdoor Recreation Division to develop the Master Plan for Ned Houk Park. The purpose of the Ned Houk Master Plan was to provide a systematic, phased approach to identify capital improvements and increase the use of the City’s largest park facility, with an emphasis on ADA accessibility. The City recognized that while Ned Houk Park provides opportunities for hiking, picnicking, fishing, shooting practice and archery, disc golf, bird watching, and other activities, it had not reached its full potential as a regional park facility. The City also acknowledged that Ned Houk Park has the potential to increase its portion of the outdoor recreation economy by increasing local participation and attracting new visitors from New Mexico, Texas, and the southwest region.
The Ned Houk Master Plan provided a conceptual level of design for the following:
- Improvements to the two day use areas, Patch Work Place and Pow Wow Pass.
- Expansion of the fishing pond at Patch Work Place and the addition of a water quality drainage feature to address erosion and silt blowing into the pond.
- New amphitheater at Patch Work Place with the expanded fishing pond as its back drop.
- Expanded 9-hole disc golf area at Patch Work Place.
- A future RV campground with 37 campsites (including two accessible campsites), a social gathering area with two seating areas, a comfort station with toilet and shower facilities, pedestrian pathways, and a vault toilet.
- Expanded, improved, and contained motorsports trail area, Motorsports Complex, and a Drag Strip.
- New tree plantings to provide shade and respite from the sun and wind.
- Signage and wayfinding.
- Security cameras.
The City of Clovis utilized the Ned Houk Master Plan to apply for and recently received a $500,000 grant from the New Mexico Outdoor Recreation Division for Phase 1 improvements to Ned Houk Park. The City has engaged Consensus Planning to design these improvements.
