Consensus Planning, worked with Issacson + Arfman civil engineers to complete an update to the 149-acre Stonegate Master Plan. The Stonegate Master Plan, approved by the City of Rio Rancho Governing Body in April 2025, transformed the original concept of a collection of single-family neighborhoods into a vibrant community just west of Rio Rancho’s Broadmoor corridor. The focus of the update was the creation of Stonegate Village, a mixed-use neighborhood that creates a gathering place for Stonegate residents and its surrounding neighborhoods. Consensus Planning designed Stonegate Village with diverse housing options, including townhomes and multi-family residences, all within walking distance of a lively neighborhood commercial area envisioned with cafes, small shops, and essential services.

One of the key aspects of Stonegate Village is the reimagining of Leeds Castle Road, a primary east west thoroughfare. The Master Plan called for an urban cross section with multi-family building adjacent to the street, street trees, on-street parking, and a “sharrow” for bicycles and cars to share the street. The zoning allows for the multi-family to be developed as mixed-use, with retail or services on the ground floors. The two townhouse developments are to the north and south of the multi-family residential area. Within the townhouse developments are “Village Greens” where neighbors can gather and connect with each other in a welcoming environment containing walking paths and seating areas.

The commercial area is designed to be neighborhood-scale, with outdoor seating areas and easily accessible to pedestrians, drivers, and bicyclists. The commercial area will draw in surrounding neighborhoods, providing unique experiences for the area where there are currently few commercial options.

At the heart of Stonegate Village, Leeds Castle emerges as an active urban street, where buildings are set close to the sidewalk, designed with street trees, unique lighting options, and urban street furnishings. Leeds Castle is set to become a multi-modal connection, featuring shared bike lanes and reduced speeds for vehicles, fostering a safe and walkable environment for all modes of transportation.
