Consensus Planning provided professional planning services to the City of Alamogordo that included an update to the City’s Comprehensive Plan, and subsequently, creation of a Downtown MRA Plan. The Comprehensive Plan is a key policy document that establishes an overall vision for the community’s future growth, development, and character with a planning horizon of 20 years. It provides an integrative approach to all aspects of the City’s physical growth and development and related economic and social issues. Goals, objectives, and implementation strategies express the community vision gleaned from a robust public engagement process and are organized under the elements of land use, economic development, housing and neighborhoods, infrastructure, transportation, community facilities and services, greenhouse gas emissions, and hazard mitigation. The Preferred Land Use Scenario provides a graphic representation of how the City of Alamogordo intends to grow in the next 20 years.
The Downtown Alamogordo Metropolitan Redevelopment Area (MRA) Plan provides the necessary framework and vision for the redevelopment of Downtown Alamogordo. The Downtown MRA Plan was developed by Consensus Planning through a community engagement process that was initiated in March 2018 and included a two-day workshop at the Flickinger Center for Performing Arts, a walking tour and planning sessions with the MRA Steering Committee, community surveys geared toward Downtown business owners and the general public, and stakeholder interviews. The Downtown Alamogordo MRA Plan identifies specific redevelopment projects, public sector investments, and support actions to help achieve the community’s vision. It provides a powerful planning tool for establishing future public/private partnerships and communicates the types of uses and redevelopment that are appropriate for Downtown Alamogordo. The Downtown MRA Plan has been developed to be consistent with and further the City of Alamogordo’s 2018 Comprehensive Plan.
ALAMOGORDO PARKS & RECREATION MASTER PLAN

The City of Alamogordo Parks and Recreation Master Plan, completed by Consensus Planning in 2024, provides guidance to City leaders as they make decisions regarding the priorities for the rehabilitation and improvement of existing community facilities; acquisition and development of new facilities over time; and expansion of recreational programming to meet the needs of the community. The Master Plan provides the necessary framework for determining the type, location, and the number of facilities to accommodate the need for community facilities over a 10-year planning horizon. The Master Plan is also intended to assist the City in obtaining capital outlay funds from federal, state, and local sources, in addition to private sources.
The Parks and Recreation Master Plan includes:
- An analysis of population growth and characteristics, household characteristics, and economic characteristics;
- An inventory and assessment of existing community facilities owned and managed by the City of Alamogordo;
- Level of service (LOS) analysis relative to the number of parks and overall parkland acreage; and individual park amenities, such as basketball courts, soccer fields, baseball and softball fields, tennis courts and pickleball courts, swimming pools, and staffing levels;
- Analysis of the geographic distribution of parks based on a 10-minute walk from residents’ homes;
- A prioritized list of recommendations for improvements to existing facilities sorted by short- and long-term time frames;
- Summary of the results from the Community Survey;
- Cost estimates for phase 1 improvements; and
- Funding resources that identify a variety of entities and methods for funding improvements to or establishment of new community facilities.
As part of the planning process, Consensus Planning and our team members visited each of the community facilities, which included 26 neighborhood and community parks; two sports complexes; recreation center; Alameda Park Zoo; Bonito Lake; Desert Lakes Golf Course; roadway medians; and the municipal cemetery, to inventory general conditions and amenities provided in the facilities. As a follow up to the site visits, Consensus Planning facilitated meetings with the Community Services Department and the Parks and Recreation Department Staff to help determine the short- and long-term priorities for improvements at each of the facilities. The inventory, conditions analysis, and recommendations are incorporated into the Master Plan. The City of Alamogordo has utilized the Master Plan in its grant applications to the NM Outdoor Recreation Division.
